Description
The Liberia Governance and Economic Management Assistance Program (GEMAP) is a partnership between the Government of Liberia (GOL) and the international community that seeks to build a system of economic governance to promote accountability, responsibility and transparency in fiscal management so that Liberia's resources will be used in the interests of its citizens.
Through the GEMAP framework, Liberian institutions and international partners are putting systems in place to ensure that the funds from Liberia’s institutions and natural resources flow into the government, that the government manages those funds well and transparently, and spends it effectively on rebuilding the country.
Combined with the Liberian government's strong pro-reform agenda, the GEMAP program has helped to improve financial management and accountability, budgeting and expenditure management, procurement and concessions practices, controls on corruption, capacity development, and donor coordination.
With these improvements, the government has been able to increase investment in roads, schools, jobs, health care, electricity, water systems, and other public goods and services that benefit the Liberian people.
