National intelligence assessment on the national security implications of climate change to 2030

"We began our effort following a National Intelligence Priorities Framework review in 2006, believing the time was right to develop a community level product on the national security significance of future climate change. It had obviously become an important global issue.

Following draft Congressional language in the Spring of 2007, we elevated the level of our effort to a National Intelligence Assessment (NIA), developed terms of reference, and initiated the study. This study used a fundamentally different kind of analytical methodology from what is typical for an intelligence product such as a National Intelligence Estimate (NIE)."
